Lockheed Martin
Lockheed Martin IMS is the information services division of the aerospace company that works with local and state government throughout the U.S. Lockheed Martin IMS services include welfare reform, toll road management, red light photo enforcement, refugee services and management of regional career centers. M+M was retained by Lockheed Martin IMS to assist with corporate positioning and to create a public relations campaign surrounding the task of transitioning 60,000 San Diego families off of welfare.

Objectives:
· Create and implement a corporate Presence Development Plan
· Create public relations strategies to increase understanding of welform reform
· Change the overall perception of welfare recipients from "dead-beats" to ready, willing and able job applicants and employees
· Educate and engage local employers to embrace welfare reform legislation and local efforts

Actions:
· Developed "Ready, Willing & Able" public outreach campaign
· Promoted welfare-to-work through a series of media events with local elected officials, business leaders and opinion makers
· Developed a region-wide outreach program that connected key cross-sections of the community, government, business and education sectors
· Conducted ongoing print and electronic media outreach increasing awareness of Lockheed Martin IMS and welfare reform
· Developed working relationships with over 300 regional businesses and organizations

Results:
· San Diego employers hired welfare recipients
· The County's welfare payroll has dropped nearly $500 million moving over 35,000 families from welfare to work
· San Diego was cited as an example throughout California as a Welfare to Work success story
